    Public Review DRAFT: The Draft Waterfront Eureka Specific Plan (WEP) is a regulatory blueprint aimed at revitalizing vacant and underutilized sites along Eureka's central waterfront. Its goal is to streamline environmental review processes to facilitate the creation of at least 115 housing units in the area by 2027. The WEP aligns with the 2040 General Plan and the Local Coastal Program, reflecting community-led visions and incorporating policies, programs, and regulations to shape development. The WEP serves as a guide for future projects, aiming to transform the waterfront into a vibrant, sustainable community hub.

    Housing and Public Engagement Results

    The Affordable Housing & Anti-Displacement Strategies appendix in the City of Eureka's Waterfront Specific Plan is vital for promoting equitable and inclusive growth in the area. This appendix focuses on addressing affordable housing challenges and mitigating displacement risks, incorporating strategies such as incentivizing affordable housing components, utilizing public-private partnerships, and implementing tenant protections and relocation assistance programs.

    Public Engagement Results

    We are thrilled to provide an overview of the remarkable public engagement achieved for the Waterfront Eureka project through the website, www.waterfronteureka.com. We have received an impressive 18,490 page views from 870 unique visitors, demonstrating the community's active interest in shaping the future of Eureka's waterfront. We are equally grateful for the valuable input received, with over 100 individuals subscribed to our mailing list and more than 110 general comments shared. We sincerely thank everyone who has taken the time to engage with us, as your feedback and involvement are essential in creating a plan that truly reflects the community's vision and aspirations.

  • Project Overview

    The City’s “Core Area” is the traditional center and cultural hub of the City. The Plan Area encompasses approximately 130 acres which include the Commercial Bayfront, Old Town, and the Library District.

    Planning Considerations

    • SEA LEVEL RISE - The Waterfront Eureka Plan will address how to best protect the assets within the Plan Area and adapt to the new environment.

    • POST-COVID19 ECONOMY - The Waterfront Eureka Plan will promote tourism and entice businesses to locate in our vacant and underutilized commercial buildings.

    • HOUSING REQUIREMENT - The Waterfront Eureka Plan will prioritize the development of residential and mixed-use buildings to add at least 115 dwelling units.

    Purpose and Goals

    Provide a roadmap for the development and redevelopment of vacant and underutilized sites and buildings along and near Eureka’s central waterfront, and plan for at least 115 new housing units.

    • A vibrant waterfront that welcomes new development while preserving community identity and culture.

    • A diverse and resilient local economy friendly to new business investment and the creation and retention of quality jobs while supporting equity and diversity, and promoting cultural celebrations.

    • A district with enhanced pedestrian and leisure amenities that inspire healthy and active living.

    Background Report DRAFT

    Review and provide feedback on the DRAFT background report (Click Image to read or scroll down). This section summarizes the existing conditions of the Waterfront Eureka Plan Area (Plan Area) related to land uses, jobs, mobility, historic resources, parks, and natural hazards. The findings of this assessment will inform the policies and actions included in the Waterfront Eureka Plan to encourage high-quality new development, foster economic development, and prepare for climate change.
